Subject: Revision to Field Manual Rule 88 and 90…Cap Screw Seal Rings

Your attention is directed to c-8865 dated March 26, 1998, which solicited comments to the subject rule changes in advance of industry letter ballot action. Comments received were considered as part of the letter ballot which was published in Circular Letter No. D.V. 2215 dated May 12, 1998. Based upon industry ballot on Proposal No. 2, the accelerated Removal of Roller Bearing Cap Screw Wear Rings, the changes as shown below will become effective on July 1, 1998.

Rule 88 – Mechanical Requirements for Acceptance

  1. Roller Bearing Cap Screw Seal Rings

PRESENT

  1. Journal roller bearings on cars released into service after heavy repair (as defined in Section B.2. of this rule) shall not be equipped with cap screw seal rings.

APPROVED

  1. Journal roller bearings on cars released into service after repairs exceeding 25 hours must not be equipped with cap screw seal rings. Facility must have 9 or 9A certification. Remove and reapply car screws, end caps and locking plates in accordance with the Wheel and Axle Manual, Rule 1K21 and other applicable rules of that manual.

4. Journal Bearings & Components

PRESENT

  1. Effective January 1, 1999, journal roller bearings equipped with cap screw seal rings.

APPROVED

  1. Effective January 1, 2014, journal roller bearings equipped with cap screw seal rings.

These changes will be included in the July Supplement of the Field Manual.
