Subject: Solicitation of Comments: Accelerated Phase-out of Straight-Plate Wheels

Based on further benefit/cost analysis and a review of car repair billings replacement (in kind) levels for straight-plate wheels, the Mechanical Management Committee has approved immediate progression of Interchange Rules revisions to prohibit application of straight-plate wheels on interchange freight cars after January 1, 1994.

The Arbitration and Rules Committee accepted the attached revisions to Field Manual Rule 41, Sections B & F.

The Repair Billing Subcommittee is considering revisions to the Price Master. At this time, it is anticipated that car owners will receive scrap credit only for straight-plate wheels removed (except for A-28 wheels, A-30 wheels and Why Made Code 70).

IMPLEMENTATION

The targeted implementation date is January 1, 1994.

Comments from interested parties are herewith solicited under the provisions of Interchange Rule 123. All comments received by December 10, 1993 will be reviewed by the Arbitration and Rules Committee prior to the final action on this proposal.

Proposed Office Manual revisions are also enclosed.
