SUBJECT: Implementation of Letter Ballot Proposal 4 -- Independent Remanufacturer Plating and Stress Relieving of Roller
Bearing Components

Circular Letter c-7365, dated March 20, 1991, enlisted the views of interested and involved parties on proposed rule changes to afford all facilities with demonstrated capabilities an opportunity to plate and stress relieve certain roller bearing components. The proposal contained requirements that each potential remanufacturer must qualify under technical specifications that also serve as a minimum standard for inspection procedures to be employed by the AAR Mechanical Inspection Department in continuous evaluations of the performance of approved bearing component remanufacturers.
On July 19, 1991, this proposition was duly submitted to the vote of the members in Proposal No. 4 of Mechanical Division Letter Ballot Circular No. D.V. 2190.
The resultant balloting was in favor of adoption. On October 23, 1991; after consideration of the comments submitted, the Mechanical Division General Committee approved implementation of the requirements to become effective on January 1, 1992.
Accordingly, the Wheels, Axles, Bearings and Lubrication Subcommittee of the Car Engineering Committee approved the attached revisions to Section H-Part II. These modifications will be incorporated in a subsequent publication of revised pages to Section H-Part II of the Manual of Standards and Recommended Practices.
