Appropriate revisions to the AAR Field and Office Manuals for implementation of the subject Special Letter Ballot proposal were issued in Circular Letter c-7713, dated September 18, 1991.

A corresponding revision to Section G, Part II of the Manual of Standards and Recommended Practices is as follows and becomes effective October 1, 1991:

Section G - Part II
Rule 1E7 (d) The following wheels must not be returned to service:

(11) Straight-plate wheels with missing or illegible manufacturer identification. (This revision was previously approved however not published and is not a part of implementation of the letter ballot) (Effective July 1, 1991)

(12) Vacant

Revised

(12) Straight-plate wheels with rims measuring 1¼ - inch or less, except A-28 and A-30. (Effective October 1, 1991).

These revisions should be included in all copies of Section G - Part II upon receipt of this circular letter.
