Subject: Implementation of Modifications to Office Manual Rule 88
TO THE MEMBERS AND PRIVATE CAR OWNERS

Gentlemen:
Following examination of comments in response to the Circular Letter solicitation of July 20, 1990, the Mechanical Division General Committee approved adoption of proposed revisions to Rule 88. (see Attachment A)
Mandated implementation is scheduled in two phases as follows:

All portions of revised Rule 88 except the newly enacted changes to the Mechanical requirements of Section C.3. All portions, including Mechanical Requirements (Section C.3), except that those newly introduced enactments applying to rebuilt units which require submittal of stress analysis in applications for approval by the Car Construction Committee, (Section C.2.c (1) will be waived until January 1, 1992. Note that other existing requirements of Rule 88 which were not affected by this revision remain in force. Submission of stress analysis for modified units is still required under Section C.2.d. (1) and requirements of Section C.3.b. also remain in force. |

TO THE MEMBERS:
At the Annual Business Meeting of the Mechanical Division, held on June 21, 1990, recommendations from the committees of the Division were ordered submitted to letter ballot vote of the member roads. These recommendations, identified as Proposals, were presented in Circular No. D.V. 2172, dated July 31, 1990, and this document contains the results of the letter ballot vote. However, only summary descriptions of proposals are provided herein. For complete information defining each proposal, refer to the descriptions and references contained in Circular No. D.V. 2172.
Votes on letter ballots are proportionate to the ownership of equipment as per Section 3 of Article IV of the Articles of Organization of the Mechanical Division, as documented in Circular No. D.V. 2077, dated April 30, 1986.
The affirmative vote of members owning or controlling 438,199 revenue freight cars is necessary for approval of matters affecting freight equipment, the total revenue freight cars represented in the Division being 876,397.
Proposal Nos. 1, 2, 8 and 9 received unanimous approval of member roads. Proposal Nos. 3, 4 and 5 were also approved. After thorough consideration of reasons both pro and con for adoption, Proposal No. 7 received approval with stipulations. Proposal No. 6 was returned to the Car Construction Committee for further review pending report from the Research Committee.

Recommendation From the Brake Equipment Committee
Proposal 1
The proposal recommending the adoption of proposed Standard
S-4003, covering trainline arrangements on cars with end-of-car
cushioning, was unanimously approved to become effective
January 1, 1991.

Recommendation From The Coupler and Draft Gear Committee
Proposal 2
The proposal recommending the acceptance of revisions to Field
Manual Interchange Rule 21, to prohibit application of listed Groups
A, B and C draft gears after January 1, 1994, was unanimously
approved.

Recommendations From the Wheels, Axles, Bearings and Lubrication Committee
Proposal 3
The proposal recommending the adoption of a narrow flange version
of the AAR-1B design received 121,565 negative votes. The new
reprofiling requirements were approved by the majority vote of
member roads to become effective January 1, 1992.

Proposal 4
The proposal recommending the revision of Office Manual Rule 88.B.
to require that new cars be equipped with new journal roller bearings
and rebuilt cars be equipped with new or reconditioned journal roller
bearings, received 151,333 negative votes. It was approved by the majority
vote of member roads and is effective January 1, 1991.
